The HID lights do not work at all:
Check the vehicles fuses, it may be needed to upgrade to a 20A fuse for your HID ballasts to operate at their optimum standard. Do not go over the recommended 20A fuse. If your 20A fuse blows, there may be a short in the wires. The metal from the positive wire and the metal from the negative wire are touching creating the short. Fix this now and replace the fuse.
Not the fuse? Check the HID bulb, if the bulb has a black or hazed color in the capsule glass then you may need new bulbs.

Still
giving you problems? Some vehicles use Daytime Running Lights (DRL) or
Auto lights. DRL sometimes will pulse the power at 6 times per second
or just give a very low voltage to the ballasts. This will then make
the ballast not operate to optimum standards. To get your ballasts to
work with DRL or some Auto light systems you will need a DRL Relay
harness.

Connect the ballast directly to a fully charged 12v battery with the
HID bulbs connected, if it fires up fine with no problems then your
ballasts and bulb are OK. The issue may be with your vehicle
harness. Try connecting the DRL Relay Harness input to an alternate switched connection like your corner lights.
